Red Scare
Week of September 19-25, 2025
Welcome to TRACKING THE CRISIS, a weekly round-up from The Democracy Collaborative tracking the administrative, legislative, and other actions of the Trump Administration as well as the many forms of legal and movement response from across a broad range of social, political, and economic actors. TDC is providing this service for collective informational purposes, as a tool for understanding the times during a period of disorientingly rapid flux and change in the U.S. political economy. TDC should not be understood as endorsing or otherwise any of the specific content of the information round-up.
TRUMP TRACKER: Administration actions
Trump signs executive order declaring ‘Antifa’ a terrorist organization, targeting protestors and liberal/left-leaning organizations. On Monday, September 22, Trump signed an executive order designating ‘Antifa’ as a domestic terrorist organization. While legal experts have pointed out that ‘Antifa’ (a contraction of ‘anti-fascism’) is not a formal organization but a decentralized movement with a tendency toward a broadly shared ideology, and no statutory framework exists to prosecute domestic groups for terrorism, they also warn that Trump is exploiting the diffuse and widely shared belief that fascism is bad as an “excuse for the right to target whomever it pleases, with both state persecution and vigilante violence.” Journalists were quick to point out the ways in which the order could easily be weaponized to criminalize protest and crush organized dissent; Zeteo’s Prem Thakker noted that it was written so vaguely that anyone opposing “masked agents snatching people off the streets, or asking these agents what they’re doing, can be deemed a ‘terrorist’”, while activist Will Potter noted that criminalizing anti-fascism is “a thing that fascists do.” Even the Cato Institute, traditionally a foe of the Left, issued a strong warning that the order was “designed to act as a justification for legal and coercive action against anyone or any entity that the administration designates” as hostile to the government. Dartmouth professor Jeff Sharlet’s close reading of the executive order notes that it extends the definition of ‘antifa’ to a broad range of sentiments under the “umbrella of self-described ‘antifascism’”, construed as anything short of full “support for law enforcement and border control,” to the point that “to even call a cop a “fascist” might be construed as encouraging “acts of violent revolution.”
After the order was announced, the Justice Department immediately moved against rightwing bogeyman George Soros, announcing that a half-dozen U.S. attorney’s offices have been directed to draw up plans to investigate groups funded by Soros’ Open Society Foundation; OSF responded in a statement Thursday blasting the probe as a “politically motivated attack on civil society.” White House adviser and avowed white nationalist Stephen Miller celebrated the order as the “first time in American history that there is an all-of-government effort… to dismantle Antifa,” and stated the Administration’s intent to “use the entire force of the federal government to uproot these organizations root and branch.” Trump has repeatedly threatened the tax-exempt status of left-leaning nonprofits since taking office; progressive organizations and immigrants’ rights groups braced for an anticipated crackdown after the order, advising staff and volunteers to practice caution but also vowing to continue exercising their First Amendment rights in defense of targeted communities. Researchers who track hate groups report that online extremists are already rallying around Trump’s order, using Telegram and other platforms to urge thousands of followers to target perceived ‘members’ of Antifa.Multiple incidents of political violence this week as Trump lays blame on transgender people and leftists and MAGA inundates targets with overt threats of violence. After Charlie Kirk’s murder, political violence remains an active concern, with a number of violent incidents occurring this week amid heightened tensions between MAGA supporters and the anti-Trump ‘radical left’, whom the Trump Administration has blamed for nearly all political violence despite data showing otherwise. Last Friday, September 19, after ABC’s suspension of Jimmy Kimmel over comments critical of Charlie Kirk and MAGA supporters, a drive-by gunman fired several shots at an ABC affiliate in Sacramento, California; authorities later arrested 64-year old Hernandez Santana for the shooting, claiming to have found anti-Trump Administration notes in his car and a note on his fridge to do “the next scary thing.” In Georgia, a gunman fired several shots into an Amazon warehouse before turning the gun on himself during a police standoff. On Tuesday, 59-year-old Ryan Wesley Routh was convicted in a Florida court for attempting to assassinate Trump on his West Palm Beach golf course last year, and tried to stab himself in court as the guilty verdict was read. On Wednesday, 29-year-old Joshua Jahn fired ‘indiscriminately’ into a Dallas ICE facility, killing one detainee and injuring two others before killing himself. FBI Director Kash Patel later released photos of an ammo clip police claimed to have found next to Jahn’s body, with the words “ANTI-ICE” written on one of the unspent bullets; authorities later claimed Jahn was ‘definitively anti-ICE’ and had intended to target ICE agents but accidentally hit detainees instead. Jahn’s family spoke out about the shooting on Thursday in a statement that contradicted the FBI’s narrative of the shooter, saying that Jahn was not political and didn’t hate ICE as far as they knew.
Hours after the shooting, before any solid evidence was gathered, Trump and Vance quickly blamed Democrats and the ‘radical left’ for the shooting, singling out the Left’s ‘hateful rhetoric’ such as calls to abolish ICE and “comparing ICE agents to Nazis,” for the violent outcome. Stephen Miller went on social media to say that even calling the government “authoritarian” – referencing Gavin Newsom’s recent critique of the Trump Administration – was tantamount to “inciting violence and terrorism.” Texas Rep. Marc Veasey expressed having little faith that Trump’s “overtly political” DOJ will carry out a “fair or complete investigation” into the Dallas shooting. The Trump Administration has also used the recent violence as a pretext for ‘declaring war’ on transgender people; Karoline Leavitt this week suggested that the White House was ‘looking into transgender violence’, the DOJ recently announced plans to limit trans people’s Second Amendment rights to buy and own guns, and Trump even blamed the budget crisis on transgender people and gender-affirming care this week. Last week, Ken Klippenstein reported that the FBI was preparing to designate transgender people as “nihilistic violent extremists,” an announcement that was followed up with a four-page memo from Project 2025’s authors proposing to designate all transgender activism under a new terrorist threat category called “Trans Ideology-Inspired Violent Extremism.” The Nation blasted Democrats for abandoning the transgender community as the rhetoric and misinformation escalates through social media campaigns blaming trans people for political violence even at the same time the community itself endures extremist threats.Friends of Joshua Jahn who spoke to journalist Ken Klippenstein said that the Dallas shooter was of a ‘vaguely libertarian bent’ who despised politicians in general, and none of them believed he would write ‘Anti-ICE’ on a bullet except as an ironic joke. Notably, they described him as an ‘edgelord’ (online provocateur) whose sense of humor was ‘offensive to the point of alienation,’ and had withdrawn from his real-life friendships as he became increasingly steeped in video games and 4chan culture. A significant number of recent mass shooters were radicalized by extremist online communities connected to ‘alt-right’ and neo-Nazi accelerationist networks – including the perpetrators of the Colorado school shooting on the same day Kirk was murdered, the Minneapolis Catholic school shooting in August, a Nashville school shooting in January, the 20-year-old Pennsylvania man who shot Trump at a 2024 campaign rally, and other incidents stretching back several years, such as the 2022 Buffalo supermarket shooting, the 2019 El Paso massacre, mass shootings abroad in New Zealand, Slovakia and Brazil, and even Charlie Kirk’s killer Tyler Robinson himself – of which 4chan and its sister site 8chan are two of the oldest and most prominent gateways. ProPublica recently released an extensive report and documentary on the global far-right extremist network known as Terrorgram, which helped bring violent extremist hate speech out of the 4chan universe onto mainstream platforms such as Discord, Twitch, and Telegram. 4chan is currently under investigation by Ofcom, the UK’s tech regulator, for its connections to mass shootings and racist, misogynist terror acts; this week, the Republican-led House Committee on Homeland Security subpoenaed internet platforms Discord, Twitch, and Reddit for documentation and policies on online extremist content, and invited the platforms’ respective CEOs to testify before Congress at a hearing set for October 8. The Trump Administration recently removed a government report on the prevalence of white supremacist violent extremism from the DOJ’s website, while four female judges who have issued rulings against Trump spoke out this week detailing the ‘horrifying’ torrent of violent messages, rape threats and harassment of family members they have experienced from Trump supporters as examples of an escalating wave of attacks on the judiciary. The U.S. Marshals Service has logged 543 threats against federal judges so far this year. Trump made an ominous comment that many took as a veiled threat at an Oval Office press conference Thursday, once again pinning blame on ‘radical left Democrats’ for the recent spate of political violence, but then warning that “bad things happen” when they provoke the right.
Trump, Bondi weaponize Justice Department to escalate retribution campaign against political opponents. Critics who have been warning of a coming threat of authoritarianism during Trump’s second term changed to the present tense this week, with many saying authoritarianism is already here as Trump mobilized the DOJ and other federal agencies under his control to dramatically escalate his retribution campaign against political opponents. On Friday, September 19, Trump pressured interim U.S. attorney Erik Siebert to resign after he concluded there was insufficient evidence to bring charges against NY Attorney General Letitia James and former FBI director James Comey, who have both drawn Trump’s personal ire for their investigations. Trump issued a series of Truth Social posts on Saturday calling on Attorney General Pam Bondi to “act fast” against enemies that are ‘killing’ his ‘reputation and credibility’, singling out James, Comey and Sen. Adam Schiff, who led Trump’s first-term impeachment trial and recently introduced legislation aiming to curb Trump’s executive powers. Trump also named former White House adviser Lindsay Halligan to replace Seibert, despite the fact that Halligan, an insurance litigator and Trump’s former personal lawyer recently tapped by the White House to remove ‘improper ideology’ from the Smithsonian, has zero experience as a prosecutor and is considered ‘wildly unqualified’ to hold a position as U.S. Attorney save her willingness to prosecute enemies of the Trump Administration. Racing to bring charges against Comey before the statute of limitations expired on September 30, Halligan brought formal indictments against Comey on Thursday for perjury and obstruction of justice despite written warnings from prosecutors that no probable cause existed. Sources inside the Justice Department privately disclosed to reporters their opinion that the indictment was “among the worst abuses in DOJ history”; Comey defended his innocence, expressing faith in the courts to hear the case fairly while his son-in-law, an assistant U.S. attorney, resigned his position in protest of the indictment. The DOJ is also reportedly pushing for ‘swift charges’ against Trump’s former national security adviser John Bolton as soon as this week, despite the objections of prosecutors who believe more investigation is necessary to reach an indictment.
The dubious prosecutions have raised alarms among legal experts and career prosecutors who fear that the Justice Department’s traditional independence has been corrupted, becoming essentially Trump’s “personal law firm” willing to abuse its federal powers to persecute political enemies at his bidding. When questioned about the James case at a Monday press conference, White House spokesperson Karoline Leavitt snapped at reporters, repeating the accusations with ‘absolute’ certainty despite the lack of evidence. Democratic leaders blasted the Trump Administration’s ‘double standard for justice’ after bombshell revelations surfaced this week that the DOJ, shortly after Trump’s inauguration, had shut down an investigation into border czar Tom Homan who was caught accepting a bribe of $50,000 cash in a paper bag from undercover FBI agents last year. Senate Democrats demanded the disclosure of all information in Homan’s case and condemned Trump’s corruption for “destroying the integrity” of the Justice Department, warning that his weaponization of the agency could represent a dangerous slide into dictatorship and that his public directive to Bondi could be seen as an impeachable breach of the public trust.
Charlie Kirk memorial as political spectacle: Trump threatens opponents, Stephen Miller channels Goebbels as free speech crackdown on critics intensifies. Tens of thousands of people gathered at State Farm Arena in Glendale, Arizona on Sunday, September 21 along with practically the entire Trump Administration to attend Charlie Kirk’s memorial service, a heavily fortified, fireworks-laden political spectacle that appeared to observers as a ‘bizarre’ hybrid of state funeral, campaign rally, Christian nationalist revival, and WWE pay-per-view. Several top-ranking Trump Administration officials paid tribute to Kirk, lionizing him as a ‘martyr’ and praising the ‘mark’ he left on the conservative movement. After an emotional speech from Kirk’s wife Erika urging forgiveness for his killer and vowing to continue his work as Turning Point USA’s new CEO, Trump closed out the six-hour event with a ‘headliner’ speech that quickly veered off the subject of Kirk and onto Trump’s familiar political and campaign themes, including his planned military occupation of Chicago, his global tariff war, getting Jimmy Kimmel cancelled, and his war on the ‘radical left maniacs’ he blamed for Kirk’s assassination, contrasting himself with Kirk’s ‘generosity’ by saying, “I hate my opponents and I don’t want the best for them. I’m sorry. I am sorry Erika… maybe they can convince me that that’s not right, but I can’t stand my opponents.” White House adviser Stephen Miller drew criticism for giving a fiery, militant tirade against political enemies that observers noticed drew an almost line-by-line comparison with Nazi propagandist Joseph Goebbels’ famous 1932 speech “The Storm is Coming.” The propagandistic nature of Miller’s address, the rush to create spectacles of official state memorialization, and the crackdown on critics’ free speech in the wake of Kirk’s death have also drawn comparisons of Kirk’s martyrdom to that of Nazi youth leader Horst Wessel, who was murdered by a member of the political opposition and memorialized in Goebbels’ 1932 speech, and whose death was mythologized to inspire a brutal fascist counterrevolution against German communists.
USA Today reports that in addition to high-profile media figures Jimmy Kimmel and Karen Attiah who were fired for their public comments, over 100 people, and possibly hundreds, have lost their jobs after being ‘doxxed’ by MAGA enthusiasts who caught them being critical of Kirk, or even not mourning him sufficiently, on social media. The retaliatory firing campaign has hit the education community especially hard as teachers across the United States have been fired, including dozens of professors, students and workers on college campuses who were among Kirk’s favored targets during his work with TPUSA. Less visible are the many Black and Brown people who are being harassed with death threats, physically attacked, and threatened with deportation if they are deemed not to be showing proper reverence, as many of Kirk’s followers now hold jobs in the Trump regime. Also waiting in the wings, maneuvering to take over Kirk’s outsized market share in the rightwing podcast universe is ultra-hard-right influencer Nick Fuentes, a figure who waged a bitter rivalry with Kirk (Kirk’s killer, Tyler Robinson, was thought by some to be a follower of Fuentes’ ‘Groyper’ movement) and was once considered ‘too extreme’ for MAGA but is now gaining more influence among the MAGA and Republican mainstream.UN General Assembly meeting highlights: Trump’s tirades, Netanyahu walkout, Palestine recognition, heightened tensions over Ukraine, Venezuela. World leaders gathered in New York for the 80th United Nations General Assembly meeting overshadowed by tensions over Palestine, Ukraine, and Donald Trump’s unpredictable diplomacy. In advance of the meeting, the United Kingdom, Canada, Portugal, and Australia all recognized Palestinian statehood on Sunday, September 31, with France joining the group of Western countries with its recognition of Palestine on Monday, bringing the total number of nations recognizing a Palestinian state to 157. Trump’s appearance at the UNGA had a bit of an awkward start, as technical mishaps with an escalator and Trump’s teleprompter led Trump to accuse the UN of ‘sabotage’ and ‘dysfunction’ (the UN later said members of Trump’s team caused the outages). Without his scripted remarks, Trump turned his 15-minute speaking slot to the international body into a rambling 58-minute speech mostly upbraiding the UN itself for ‘not living up to its potential’ as well as airing his grievances at the other world leaders in attendance, telling them “your countries are going to hell” for their handling of immigration policies, blasting climate change as ‘the greatest con job’, and accusing the UN of ‘sitting on the sidelines’ as he, in a perpetual bid for the Nobel Peace Prize, touted his achievement of ending seven mostly fictional wars.
Trump also threatened Latin America, calling out Maduro by name and doubling down on his right to pursue ‘narco-terrorists’ and ‘blow them out of existence’ over other nations’ sovereign territory. Colombian President Gustavo Petro hit back with a fiery rebuke, calling for a criminal investigation of Trump over his ‘patently illegal’ military strikes on alleged ‘drug boats’ off the coast of Venezuela that many suspect is a pretext for a war of regime change. On Monday, Maduro released pictures of the military conducting training exercises with civilians, preparing the citizenry for a possible U.S. invasion. The New York Times reported over the weekend on a troubling proposal circulating around Congress and the White House that would potentially provide Trump with justification for military intervention in up to 60 countries in the name of fighting the war on drugs. Brazilian president Lula da Silva, without naming names, blasted the ‘anti-democratic forces’ and ‘would-be autocrats’ posing threats to his continent. Trump also met with Ukrainian president Zelenskyy on the side during the UNGA, and in a surprise shift threw his backing behind Ukraine and NATO, with the latter warning that Russia was ‘testing’ NATO capabilities with multiple drone and flight incursions into allied airspace. Trump wrote on social media Tuesday September 23 that Ukraine should take back all land lost to Russia and said NATO ‘should’ shoot down Russian aircraft violating its airspace. Palestinian Authority president Mahmoud Abbas gave a defiant speech as Netanyahu threatened to annex the West Bank ahead of his arrival at the UNGA (via the long way to avoid European airspace due to his outstanding arrest warrant for war crimes from the ICC). Many UNGA delegates walked out, emptying the auditorium in protest of Netanyahu’s speech to the General Assembly on Friday as Israel intensified its attacks on Gaza City; Trump later announced that they are ‘very close to a deal’ to end the Gaza conflict.
MOVEMENT TRACKER
Global Sumud Flotilla sails toward Gaza with support from Spanish, Italian naval warships after drone attacks, general strike in Italy demanding government intervention. The 50-vessel Global Sumud Flotilla sailed into the ‘yellow zone’ on Thursday, September 25, en route to deliver humanitarian aid to Gaza. The flotilla has so far endured at least three drone attacks, the last on Wednesday, September 24 which prompted Italy to send a naval ship to protect and escort the flotilla. Italy sent its support after a nationwide general strike rocked 75 municipalities across the country, blocking ports and roads as tens of thousands poured into the streets demanding an end to the war in Gaza and in solidarity with trade unions and Italian dockworkers who have been holding the line to block the loading of Israeli military supplies onto ships in their harbors. On Thursday, Spain joined Italy in sending naval support to the flotilla; speaking at the UN General Assembly meeting, Spanish president Pedro Sanchez said, “The government of Spain demands that international law be complied with and that the right of its citizens to navigate the Mediterranean under safe conditions be respected.”
The official naval support from two states comes amid a growing tsunami of international pressure on Israel to end its invasion of the Gaza Strip, including a growing number of U.S. lawmakers as the Progressive Caucus, the largest caucus in the House, officially endorsed the ‘Block the Bombs’ legislation that aims to end U.S. military support to Israel; and as a host of international soccer greats, including Eric Cantona and Gary Lineker, launched the “Game Over Israel” campaign to suspend Israel from international competition and disqualify its team from competing in next year’s World Cup. Microsoft also ended its service contracts to the Israeli military this week after an investigation found that its technology was being used for mass surveillance of Palestinians, and after weeks of sit-in protests from Microsoft employees demanding that the company divest from business with Israel. The Global Sumud Flotilla’s last position as of this writing is off the coast of Greece, and plans to sail on to Gaza in spite of Israel’s threats to intercept the aid fleet with military action, and pleas from Italy to accept a compromise proposal to work with a third party in Jerusalem to deliver the aid. Flotilla campaigner Greta Thunberg said in response to the compromise proposal that "We are not just delivering humanitarian aid. We are trying to deliver hope and solidarity, to send a strong message that the world stands with Palestine."Giant statue of Trump and Epstein holding hands appears outside the White House as bipartisan discharge petition gains enough votes to move forward; newly released documents name Peter Thiel, Steve Bannon, and Elon Musk. A twelve-foot-tall bronze-painted statue of Trump holding hands with child sex trafficker Jeffrey Epstein mysteriously appeared on the National Mall outside the White House on Tuesday, September 23, as Trump prepared to address the United Nations General Assembly. The statue ’celebrates the long-lasting bond’ between Trump and Epstein and highlighted unanswered questions about Trump’s possible involvement in Epstein’s pedophile sex trafficking ring as Adelita Grijalva won her bid to gain a Democratic seat in the House in Arizona’s special election, giving Reps. Ro Khanna and Thomas Massie the final decisive signature they needed to pass their bipartisan discharge petition forcing a vote to release the remaining Epstein files. Although the National Park Service removed the statue a day after it appeared, the saga lives on as the Epstein estate turned over a new tranche of documents to the House Oversight Committee on Thursday and Bloomberg released more of the 18,000 private emails leaked to the outlet that reveal the ‘network’ Epstein reached out to in his ‘hour of terror’ as investigators closed in on him. As the House vote looms, scrutiny has focused on ‘vulnerable’ GOP senators who could face political consequences for keeping the files under wraps, as Massie publicly disclosed that supporters of the petition ‘were threatened’ by Republicans whom he said “were in full panic” over the imminent proceedings. As the White House struggled to contain the scandal, the Daily Beast released a ‘bombshell video’ from a senior Justice Department official on Thursday revealing that Trump is indeed involved in a ‘major cover-up’ regarding the files and is supposedly “protecting a lot of other people.” On Friday morning, House Democrats released another set of documents from Epstein’s schedule and ledger containing the names of Palantir founder Peter Thiel, Trump strategist Steve Bannon and DOGE’s own Elon Musk, who is mentioned in Epstein’s apparent schedule regarding a potential trip to Epstein’s infamous ‘island.’ The Guardian is providing live updates as more revelations follow.
Jimmy Kimmel returns to late night TV after Disney loses over $6 billion in boycott; Sinclair, Nextar stations agree to air his program starting next week. Jimmy Kimmel returned to the airwaves on Tuesday, September 23 to record one-night ratings after being suspended indefinitely by ABC/Disney last week over comments he made about Charlie Kirk, setting up a high-profile free speech fight against the Trump Administration and FCC chairman Brendan Carr. A letter demanding Kimmel’s reinstatement was signed by 400 Hollywood celebrities, and Kimmel even received support from MAGA-friendly podcaster Joe Rogan, who ripped MAGA and the Trump Administration for suppressing free speech. Activists supporting Kimmel launched a boycott of Disney brands and products, as well as a mass campaign to cancel Disney+ streaming service subscriptions, causing Disney’s market valuation to drop by over $6 billion by Monday, September 22. Disney’s parent company Nextar, as well as Sinclair Broadcasting Company, continued their blackout of Kimmel’s show on their local affiliate stations, which cover about a quarter of the U.S.; but on Friday, Sinclair and Nextar agreed to end the preemption after receiving “thoughtful feedback from viewers, advertisers, and community leaders representing a wide range of perspectives.”
After effective action to restore Kimmel, advocates urge free speech activists to take action to prevent deportation of Emmy-winning journalist Mario Guevara. Kimmel’s free speech movement victory highlighted the power of mass economic action to defy encroaching authoritarianism. However, while the high-profile struggle brought a resolution for Kimmel, activists also highlighted the fact that dozens of ordinary workers continue to suffer repression under Trump and MAGA policies. One such worker is Emmy-winning journalist Mario Guevara, who was detained by ICE while covering the June 14th ‘No Kings’ protests in Georgia, and now faces ‘imminent’ deportation to El Salvador after being held in ICE detention for 100 days, despite having a valid work authorization and following proper processes to obtain a permanent green card. Advocates are now urging Kimmel supporters to throw their weight behind Guevara’s plight; the ACLU released a letter written by Guevara in ICE detention this week detailing the pain of being separated from his family, his love for the U.S. and his determination to continue reporting on immigration issues. As Guevara’s son pleaded for his release and activists protested on the steps of the Georgia state capitol, four major press freedom organizations pushed to advance the ACLU’s emergency habeas petition to release Guevara on the basis that his arrest by ICE after identifying himself as press, as well as the refusal of ICE authorities to release him from custody after an immigration judge granted him bond in July, constitute an unconstitutional retaliation against Guevara’s First Amendment-protected journalistic activities. On Wednesday, September 24, a federal judge advanced the habeas petition and demanded his release one day after the Board of Immigration Appeals ordered his deportation. The federal court also gave ICE and Attorney General Pam Bondi five days to show cause for why the petition should not be granted; public records released in August show that the Atlanta sheriff’s department threw their weight behind ICE in July to prevent Guevara’s release despite posting bond on the basis of his previous reporting on law enforcement, which attorneys said constitutes unlawful government censorship.
